When SMS may fit
Phone-routed SMS can use an approved Android business phone and SIM already operated by the organization. It can be useful for concise updates or as an allowed alternative when another channel is unavailable. Carrier charges, plan limits, signal, device state, Android permissions, and local requirements still apply.

When WhatsApp may fit
WhatsApp supports conversational replies, approved templates, media, and richer delivery states through the configured connection. The organization must still follow account rules, templates, service windows, consent, opt-outs, and other applicable requirements.

- Which channel has the customer authorized for this purpose?
- Is the message transactional, conversational, promotional, or sensitive?
- Does a template or service window apply?
- Is the Android gateway or WhatsApp connection healthy?
- What content is safe and appropriate for the channel?
- How will the team receive and own a reply?
- What delivery status is available and how should failure be handled?
- Is fallback permitted, and will the reason be recorded?
Use one customer history
Whichever channel is selected, keep the event attached to the same customer record. An agent should see that WhatsApp was attempted, why SMS followed, what the customer replied, and which task or ticket resulted. This prevents repeated messages and unexplained channel switching.

Do not assume delivery, read, or response states mean the same thing across channels. Avoid sending the same promotion through multiple channels without audience and suppression rules. Do not place sensitive detail in a message simply because the channel technically supports it.
